Key recommendations include scaling semiconductor and HPC capacity, establishing a European AI Coordination Council for streamlined governance, and leveraging competitive incentives to drive SME-led innovation. The strategy also emphasizes talent retention through industry-academic partnerships and responsible AI governance with transparent audits. Their vision encompasses taking decisive action now, so that Europe can shape global AI standards and maintain technological sovereignty.
